| Abstract | An assessment is made of the planning process and implementation issues of the Integrated Rural Housing Improvement Programme in East-Java, Indonesia, through an evaluation of the competencies and responsibilities of the concerned line agencies , an assessment of the planning approach, an examination of existing coordination mechanisms, the identification of management problems in project implementation and the measurement of people's participation. It was found that the existing system of development working area units (UDKP) is not functioning well . There are some problems of integration on the Kecamatan level, in particular with sectors. Horizontal and vertical coordination to accelerate planning and implementation is an essential factor. The main problem faced in coordination relates to personal interests and rivalry among different line agencies at the provincial, kabupaten and kecamatan level. Moreover, each department acts independently along a vertical chain of command. While transfer of funds to the project areas is successful in general, funds alone are not enough for implementing IRHIP. There are problems with timely delivery of materials to the project area caused by transportation conditions. Furthermore, this study reveals that people ' s participation in the implementation is quite a success. |
