Exploration of application of the national rural development village data system for rural-regional development planning at local-level : a case study of Nakhon Ratchasima province, Northeast Thailand

AbstractThailand's National Rural Development Programme is a new scientific framework oriented towards the areas which are identified as in need of special attention in order to overcome the problems of rural poverty. To this end, basic information systems, the so-called BMN and NRD-2C data bases have been built up to properly identify the areas and problems in a way which can be recognized by the various line agencies and by the people themselves. The NRD-2C data base has as its aim to guide the planners at different levels of planning administration hierarchy in making their decisions while the BMN data base has its aim to get the population involved in examining their own living condition. This study highlighted how far these two village data bases were used in planning process and analysis of the problems in their application. It introduces the new management information system and some procedural highlights . A first experiment with the application of the two village data bases which is currently being carried out i n the province of Nakhon Ratchasima is documented, and the opinion of 125 planners at tambon level and 22 planners at district and provincial levels on its performance is reported . The overall reaction is positive : the planners appreciate t he value of data bases for planning in identification of problems and needs, in making planning more systematic, in facilitating monitoring and evaluation, in improving the fairness of budget allocation and in avoiding government work duplication. Several bottlenecks remain, the NRD-2C data base is known only by goverment officials; therefore the TC members use the BMN data base as the basis for planning while the higher levels use the NRD-2C data base or their subjective perception without any evidence. This makes it difficult to come up with any consistent framework of planning between levels particularly since the integration of these two data bases is rather complicated. There are several questions which need to be addressed if the whole system is to be made more effective, notably in terms of dominance of top-down planning, suitability of project framework of four main ministries, budget allocation . To overcome these difficulties , the information system should be improved in order to avoid confusing the planners in their decision making by reforming these separate initiatives into one single information system and the NRD-2C data should be made up to date by processing it at the provincial level in the same way as BMN data with the provision of a personnel computer. The NRD-2C indicators should be improved to fit with the existing situation of the country and can be flexible and be adjusted by the provincial planning office to fit with the development needs of each province. The problem of the use of influence by powerful people in prioritization between villages in the selection of projects in the planning process should be solved by the TAC playing a bigger role to suggest the TC members to make their decisions based on t he fairness by presenting evidence derived from the data bases . Since Nakhon Ratchasima province is better equipped to apply the village data bases than other provinces, further study on this topic should be undertaken in other provinces. Moreover, after a period of application of village data bases in planning has been implemented, the research should be carried out with respect to evaluation of the impact of the data bases in implementation of programmes for rural development and the degree of participation of villagers in the decision making process.
