AbstractIn the housing development projects undertaken in Bandung under loans from the State Savings Bank (BTN) many of the houses have been modified and reconstructed by their owners. This seems to involve a substantial waste of resources, one that the country cannot afford, and the present study was undertaken to assess the situation and to recommend on possible improvement measures. A sample survey was made of 272 house owner-occupiers in eight projects by private developers under BTN loans in Bandung that ware completed during the years 1980 to 1986. The house alterations made were noted and the household heads queried as to the reasons for making them. Four types of alterations ware recorded, these being renovations (minor changes), remodeling (structural changes), extensions (to add rooms), and reconstruction (complete rebuilding) . The remodeling and reconstruction activities were considered to be the more Wasteful and avoidable alterations. It was found that 146 of the 272 respondents had made alterations including 48 cases of remodeling and 10 of reconstruction. Another 109 of the respondents stated they wanted to make make alterations in the future but the type of alteration was not specified. The main reasons given for the remodeling and reconstruction were the respondent's wish to implement a different layout and to make their houses more distinctive than their neighbours. In some cases the remodeling Ras partly to correct construction defects in the house. Recommendations are made for reducing the amount of remodeling and reconstruction activity. They include the provision of serviced building plots and core house units in the BTN loaned housing projects so that those house holds wishing to build or enlarge a house to their own layout plan can do so at least cost. Two designs are presented for core house units that could be used to meet this need. Recommendations are also made on measures that could be adopted to improve the quality of house construction in these projects.
