AbstractIn spite of growing interest in the development strategy, reluctance to operationalize renewal in the Philippines is understandable. Decades of renewal activities in neighboring countries have been marked by widely publicized controversies: of successes and failures side by side. The prevailing cloud of s kepticism does preclude realization of possibl e local applications to effect development policies and achieve desired goals. This is unfortunate in a country which has much to offer as well as gain particularly in terms of relevant conservation work. Perhaps, the present skepticism is a necessary precondition that directs and permits research such as this on the efficacy or viability of proposal s for renewal. It is hoped that findings of the thesis prove useful in further research on the strategy, in improving local renewal plans, or in guiding sound renewal action in the future.
