Abstract | This study is an attempt to evaluate the roles played by the Regional Autonomous Government and the Begiona1 Development Council in Region XII of the Philippines towards a more coordinated approach for the planning and implementation of development programs and. projects at the regional 1evel. ln determining the extent of effectiveness of the abovementioned regional institutions, factors such as the councils' coordinative capacity as well as the extent of goal attainment are considered. Three(3) major indicators are used in the determination of the councils' coordinative capacity. They are perception of common goals, leadership and the authority of both development bodies. As to the extent of goal attainment, the defined powers and functions of both institutions are compared against their actual performance in program/Project implementation It is found that the bodies play complementary and integrated roles in the planning and implementation of development programs and projects in Region XII. However, as coordinating bodies, they are not as effective as called for. Hence, The study makes major recommendations in order to strengthen the regional bodies' coordinative capacities to make them more effective in development planning and implementation. The said recommendations are based on the findings of the study and the prevailing social, Economic and political conditions in the study area and the country as a whole. Further, recommendations for future research are proposed on the issue at hand. |
