Abstract | The study looks into the physical development problems of Madras and the activities of the Madras Metropolitan development Authority (MMDA) as a planning ang coordinating agency for the development of the madras Metropolitan Area. It explores the issues associated with the provision of urban infrastructure and the supply of land for housing for the population in the MMA. The study identifies the role of the various State and local government bodies in the development of the metropolis and reviews the role and activities of the MMDA. It was found that the MMDA is not coordinating the activities of the key government bodies in the provision of network infrastructure, in the supply of land for housing, or in housing development, especially for the Economically weaker Section of the population which constitute some 45% of the population. A number of recommendations towards improving the effectiveness of the MMDA as a planning and coordinating agency for the development of Madras. It is recommended Inter alia that the MMDA should adopt land supply objectives and should develop a working relationship with the State Ministry of Finance for financial purpose of promoting financial coordination. |
