The non-formal education planning process and its implementation in Thai government organizations

AbstractThe role and importance of nonformal education for national development has been accepted since the Third plan Period, and projects have been expanded widely to local areas. However, many problems of nonformal education implementation are faced by the organizations concerned. One of the major problems is a lack of coordination among government organizations. This study aims to investigate factors that cause success and failure of coordination and implementation. The research indicates that late release of funds, the jack of a good plan, the lack of understanding of the roles and responsibility of staff, and conflicts between staff are the major problems in implementing nonformal education projects. Moreover, the successful achievement of nonformal education projects depends on the coordination among organizations concerned, in matters of target groups, times of project implementation, and budgets. In addition, the implementation of NFE should emphasize on people's participation in project identification. The coordination problems are identified in this study as the following: inactive staff, a lack of understanding of nonformal education by other organizations, each organization organization has its own routines, conflicts between staff, time limitations for the implementation of projects, and inadequate budgets. Furthermore, the lack of coordination among high level administrators creates coordination problems at local the level. With regard to the effectiveness of coordination among organizations, the following mechanisms are recommended : two-way communication in a horizontal line, a workable administrative system, and similar attitudes, values and perceptions of staff in all organizations. Besides this. staff experience is also an important factor for successful coordination.
