AbstractThis study investigates the annual provincial rural health services planning process at the local level. The study assesses the provincial health planning process, the coordination among health-related agencies, the people's participation in the health planning process, and the health planning administration and management. Since the new system of provincial health planning was set up in 1982, most of the key officers in the provincial and district health sector had at least once an opportunity of attend a course concerned with the health planning process. They possess a positive attitude towards the new system in which the policy guidelines are made by the central level. The more important the role of the Provincial Governor, the District Officer and the Provincial Chief Medical Officer play in the health planning process. the more effective the provincial and district health plans become. Most of the provincial health are formulated through the Provincial Health Planning and evaluation Committee and each province has its own evaluation system. The most important problem in the health planning process is the lack of effective coordination among health-related agencies. Although the need for coordination is felt by the health personnel, in practice there is no effective intra-or intersectoral coordination. Thus, the coordination mechanism needs improvement, as well as people's participation in the health planning process should be enhanced. Although conflicts arising in the offices are the main problems of administration and management, most of these do not impede on the health planning process. The conduct of the Provincial Health Office's monthly meeting is a mechanism for decreasing the administrative and management problems.
