Abstract | The problem of determining the optimal size for a multi-purpose reservoir is formulated as a two-stage optimization model. The first model, a chance-constrained programming model which recognizes the randomness of streamflow, maximizes the firm energy output of t he reservoir system, for a given value of reservoir capacity whilst guaranteeing water release targets within a given reliability. For the deterministic conversion of the chance constraints an alternative approach to linear decision rules (LDR) is proposed, which overcomes the inherent drawbacks of LDR approaches. This requires t he chance constrained programming model to be re-stated as a two-step multi objective formulation. The second model uses a reliabi1ity programming approach on t he dead storage reliability, where the reservoir capacity is chosen to maximize the net benefit,(= benefit from firm energy minus construction cost of reservoir). A search method is implemented, in which t he first model is solved iteratively. Moreover, an algorithm is presented to take care of the non- linearity of energy constraints, so t hat the problem in effect reduces to a linear program, thus assuring simple solution techniques. The model is applied to the Sai Buri reservoir project in Thailand. |
