Abstract | The complex task of formulating investment promotion plans and programmes can be decomposed into a two-phase problem. First the decision-makers need to identify priority areas for investment promotion. Then these identified areas can form part of the basis for t he selection, from a set of feasib l e candidate projects, the subset of projects best able t o achieve stipulated targets over the plan period. Th is paper out lines the development of a generalized GP model formulation of the investment promotion priority areas identification problem and of t he investment promotion project selection problem, and demonstrates their application in the promotional activities of the Board of Investment (BOI) regarding the pulp a nd paper industry subsector in Thailand. The readily available linear programming computer code, MPSX, is used to obtain the solutions to the formulated GP model. The results obtained in the study can serve as guideline for making differential investment promotional program of t he BOI. The decision maker's inf1uence on the priority areas and project portfolio selected is demonstrated by varying parameters such as priority structure and the level of attainment of certain goals and the level of planning investment limitations. Goal programming emerges as a powerful and flexible tool available for use by policy makers or planners faced with the challenge of formulating appropriate investment promotional plans and programmes, in the light of major government goals. |
