Abstract | This dissertation examines how public universities can fully reap the benefits of advanced IS. The underlying causes that have guided the development of this research are that: 1) previous studies have predominantly focused on IS implementation of private organizations and 2) the factors that are critical to the implementation success have been mostly investigated through diverse business IS. The objectives are to identify the critical factors in implementation success of public organizational IS and to identify an operational definition of implementation success. Using the structural equation modeling (SEM), this research utilized a 2-phase design: 1) creating a conceptual framework for the causal relationships between the organizational factors and the indicators defining implementation success and 2) confirming and testing the hypothesized model. Forty Public Universities served as the population for self-administrated mail surveys. This research proposes new knowledge for future studies of public organizational IS and provides suggestions considering factors of implementation success for administrators and practitioners, as well as for national policy makers. Proposed "IS Net Benefits", as a measure the implementation success, was proven to be related to the critical factors, i.e., organizational variables. Finally, findings provide further support for research into managing public IS . Research into public services other than universities is also required. |
