Abstract | The objective of this research was to investigate the competitive effect of Highways T9 and T11 on the East Railway line in Eastern Taiwan -- the region which these three transportation lines traverse. Studies of traffic on Highways T9 and T11 were made to determine the pattern and trends of traffic as an aid to understanding the usage of these two highways. the effect of these two nearby and parallel highways on freight traffic -- for upland crops, vegetables, rice, sugar cane and forest products -- was analyzed in terms of tonnages dispatched by the railway, and in relation to the production of those commodities. Passenger traffic originating on the East Railway line was analysed. Statistics indicating the shift in modal split between road and rail, for both rreight and passengers in Eastern Taiwan, are presented for a ten-year period (1972 to 1981). An estimate of the changes in revenue for the Hwalien-Taitung segment of the railway was made for both originating passengers and freight traffic. It was found that the tonnage of some carload freight all less-than-carload freight, and short-distance passenger traffic on the East Railway line were affected by Highways T9 and T11 during the period of gauge widening of the East Railway line. This study was intended mainly to draw attention to the magnitude of the problem, rather than to suggest definitive solutions. |
