AbstractAfter several years of experience in the field of site and services projects and slum upgrading projects, the World Bank in collaboration with PADCO developed a planning model known as "the Bertanud Model" which answers questions on the interrelationship of affordability, financial terms, project funding, cost recovery and project design. Some attempts have been made to expand the use of this model by means of computer programs but the programs developed so far are not simple to use; it also requires considerable time and attention to understand the manuals. In this study an attempt has been made to develop a very simple and user-friendly microcomputer program to meet the needs of the general users in the study of trade-offs, to provide a considerable number of alternatives, to work for break-even and to work as iterative tool in arriving at planning decisions. This package consists of three parts, i.e (i) affordability, (ii) differential land pricing, and (iii) subsidies and financial flows. The package is capable of providing more than thirty five reports in one run covering all the important aspects of a housing project. The newly developed package was tested successfully with the data from the original Bertaud Model. In addition, data from a housing project in lahore (Pakistan) were used to demonstrate the applicability of the package program.
