AbstractIt has been about twenty five years since the famous Doxiadis Plan tor the development or Is.1.amabad - the new capital of Pakistan, including Bavaipindi, the old centre was prepare and the implementation of the plan was started. The changes brought about by the time have changed the pace and face of the development in both the cities. The development of the new capital city has taken place almost in the way it was planned but Rawalpindi is sprawling with out specific guidelines for its deve1opment. This study attempts to evaluate the process and degree of implementation of the three subsequent plans prepared for the development of Rawalpindi and compares the assumptions and recommendations made therein with actual conditions and trends. It also looks into the increasing imbalances between Islamabad and Rawa1pindi which have led to unintended diseconomies and inequality for the majority of the population in the twin city. The study finds out that of the three plans, only the communication and Works Departments plan was a reasonably realistic in terms of its development patterns and space standards. It also and the legal validity "for its implementation and adaptation by the agencies concerned. But the implementation of the plan has been quite marginal. The reasons for the non-implementation or the p1an have been the uncoordinated and uncontrolled process of urban development, administrative and functional fragmentation of various civic agencies, the insufficient technical capabilities of the civic agencies and the loose legal framework for the preparation and implementation of development plans. The study recommends that the development bottlenecks pointed out should be removed, problems or the twin city should ne viewed in a broader regional perspective and the existing plan for the development of Rawalpindi should be reviewed, revised and updated accordingly.
