AbstractLocal Level planning is a new approach to Rural Development Planning. This study investigated the interaction between micro-level (village level) planning and macro-level (division and district level) through the regional linkages of projects started at the micro-level taking the Katuwana Local Level Planning Project in Hambantory DIRDP as a case study. It is seen that projects aimed at rural poor at the micro-level cannot be successfully implemented if existing and required input and output linkages are not considered and matched before venturing into investment. Most micro-level projects have such intra and inter divisional linkages. At the macro-level these linkages offer extend beyond the division and sometimes even beyond the district. If micro-level projects are designed without taking these into consideration the result is likely to be failure. Further it was found that the most suitable projects for low income people are those which do not require heavy capital requirements which rural poor cannot afford but require labour involvement which they can be afford. Furthermore lack of consistency in terms of project support causes confusion and unjustified expectations among beneficiaries and leads to confusion and disappointment. To overcome these difficulties a more comprehensive approach should be adopted towards local level planning. Project feasibility must be examined not only a the micro-level but also at the macro-level in relation to input delivery. marketing of output, location of services and organisational arrangements. Finally the non-availability of unified comprehensive planning approach can greatly affect the achievement of rural development objectives. Therefore, a suitable planning set-up is proposed for local level planning.
