AbstractTarget group participation is one of the most important factors towards acceleration and effectiveness of land reform programs. This research is a case study of the implementation of public land reform. The objectives of this research cover the following aspects: the socio-economic status of the target group, their participation in local activities, their attitudes and possibilities of target group participation in land reform implementation. The study found that the target group' attitude on the various aspects of land reform implementation was positive. The possibility of target group participation of work together with officials could be done through target groups' representative at local level. Almost all of the requirements and functions needed for effective land reform implementation, especially after the land distribution stage, i.e., development stage, has a high potential of target group participation with officials.
