Abstract | This study deals with the prevailing mechanisms for coordination and its various aspects relating to the problem of coordination in integrated rural development programme. It is mainly concerned with the implementation aspect which also includes the phenomenon of coordination and the different aspects that in some way or on other affect better coordination or harmonious relations of actions among various inter-related sectoral agencies and personnel associated with the Rasuwa/Nuwakot Integrated Rural Development Programme. The examination of the prevailing coordination revealed administrative and institutional mechanisms. The administrative mechanisms as perceived by the respondents were the administrative regulatory process or procedure designed as formal means. Institutional mechanisms of coordination operate through the office of the project coordinator and coordinating committees. On the other hand, informal coordination which was regarded as an effective and widely-used means, is based on a personal approach or dealings attributed to cooperation and better understanding of the organizational maters. The most significant factors that influence an enhancement of better coordination in IRDP were the administrative, political, economic and human relations or behaviour respectively. The major factors that cause problems of coordination as revealed from the study and recognized by the majority of the officials and staff were excessive centralization, lack of commitment to the programme by the participating agencies, lack of feelings of responsibility, inadequate authority given the coordinating body, a communication gap, strong feelings of departmentalism and absence of well thought-out coordination mechanisms. To resolved or minimize the problems of coordination, various measures or remedies for improvement are suggested, important among them are reorganizing or structuring the existing organizational arrangements for coordination, a system of a "work chart" in all participating to the coordinating body to sanction rewards and reprimands in IRDP, a system of participative management in the organization and periodic training for rural development personnel. |
