Abstract | The Study looks into the dynamics of urban development as it occurs outside a legal framework. The issue of unplanned development is dealt specifically in the context of the formal sector. In the process, the study analyses the institutional framework responsible for guiding the urban urban development. It is seen, that the occurrence of the so called unplanned growth is perfectly normal under the present urbanization trends. The failure of the existing institutional machinery and the misplaced priorities of the Public Sector in providing adequate housing have resulted in the growth of the Private Sector as an important agent in fulfilling these needs. The mechanism and process of land conversion and housing development in Jaipur is analysed for the understanding of the contemporary development. A two pronged approach of improving the efficiency of the Public Sector and increasing the supply of land is suggested for the problem at hand. |
