Abstract | This study attempts to examine the strategy for the promotion of small-scale industries in the Newly Industrializing Countries with emphasis on Tanga Region in Tanzania. The main purpose of the study is to investigate the role, problems and prospects of small-scale industries development, by examining the effectiveness of the entrepreneurship development programmes as well as the policies and strategies of the government agencies involved in the development of small-scale industries. Briefly, the role of small-scale industries in the Newly Industrializing Countries has been described. Secondly, the historical development of the small-scale industries in Tanzania as well as its contribution to the national economy, employment and as an effective instrument for regional development has ben outlined. Thirdly, in the course of study, to meet the research objectives both primary and secondary information were gathered and analysed. Personal interview with entrepreneurs and their enterprises in Tange Region, government officials and various agencies promoting small-scale industries both at district, regional and national level was carried out using structured questionnaires and the researcher's own experiences. Furthermore, attempts have been made to give a brief overview of experiences of small-scale industrial development in some selected Asian developing countries, particularly India, the Philippines and Thailand. It May be noted that these countries have adopted various policies and programmes related to small-scale industrial development, but their approaches varied greatly between one country of another. Therefore, it is obvious that there would be much to be learned for the comparison of the experiences of these countries. Finally, some general policy recommendations for planning and further study have been drawn up at the end which follow from the discussion. Moreover, some strategies for the promoting of small-scale industries have been suggested. However, there is a need to strengthen the role of the government and promotional agencies as well as to coordinate their efforts towards sustained small-scale industrial development. |
