Abstract | Various effort are made at both the central level and the K-BIRD Project level to establish vertical and horizontal coordination to solve the implementation problems. (IRD) has been a topic of interest because of the prevalence of inter-organization implementation problems. This research study aims at assessing the general problems of IRD implementation through an evaluation of the competencies and responsibilities of the concerned line agencies, through identifying major management problems, judging the organizational structure, measuring the people's participation and consequently finding major factors of importance for a viable organizational structure for IRD in Nepal. The study reveals that the organizations involved in implementation of the K-Bird project do not have full authority in implementation. Their limited capacities in implementation are caused their poor capacities to solve problems. Furthermore their poor capacities have ben aggravated by the improper guidance and lack of clear-cut instructions from the central line agencies. Although a considerable success has been observed in delivering funds to the district line agencies in time, the central delays in releasing funds have nevertheless adversely affected the implementation. Project monitoring in implementation has not been effective because of a lack of authority of the Coordinator's Office over the district line agencies. Integrated evaluation procedures have not been implemented and the present sectoral evaluation is not effective to solve the implementation problems. Feedback mechanisms are quite weak and have no effect on changing the policy in the short run. A lack of coordination exists in both horizontal and vertical operations with horizontal coordination lacking most. Consequently, the impact of the investment in establishing the K-BIRD Office and the impact of the Project Coordinator's work seem to be lost since the coordination among the line agencies and integration in implementation is not successful. People's participation in monitoring, evaluation and review is quite weak. Although participation in the implementation of local programmes is very much effective and the Village Panchayats entertain enough authority in implementation, lack of support from the district line agencies has hampered the implementation. The Study concludes that the subdivision of competencies of the K-BIRD organization is not conducive to accelerate implementation, there is no adequate authority, delegation of power, or clear-cut instructions to the line agencies; there is no self-correcting mechanism in management issues, the overall organizational structure of the project is deficient. Although there exists accountability of people towards the project, there is still much room to enhance people's participation. In the light of these findings some recommendations are made to solve the implementation problems. |
