AbstractFarmers' Associations were originally organized by Taiwanese farmers as one king of professional organization of promote farmers' rights and secure benefits. Going through the process of development, Farmers' Associations in Taiwan have been assigned by the government with complex goals of social, economic, educational and political nature. The study examined the overall development of the Farmers' associations in Taiwan and surveyed the Hsilo Township Farmers' Association (HTFA), Yunlin county, Central Taiwan to get a micro level view of it. The main purpose of this study is to examine the development and role of the farmers' Associations in Taiwan in relation to its agricultural development between 1953-81. The population for this study comprised: (1) Board of Directors and Supervisors: (2) Heads of Small Agricultural Unit; and (3) Regular members of the Farmers' Association. Both secondary and primary data were gathered for the study. Among the services rendered by the HTFA, the study revealed that provision of credit is a very important function of the organization. Generally, the members were satisfied with its credit procedures but a significant number felt interest rates and repayment period were burdensome. Provision of extension services is one of the major aims of the HTFA and over 90 percent of the respondents sought such services. The study revealed most of the respondents have obtained technical information of guidance from HTFA, and among those who availed the services of extension workers, 81 percent indicated satisfaction with the services rendered. Over-all majority of the respondents/farmers are very satisfied with the performance of HTFA and only 9 percent indicated otherwise. Specific recommendations were formulated to further strengthen the farmers' Association and these include: the necessity of agricultural education, leadership training at the local level, organization of operational units at grassroots level at a larger scale, and modification/restructuring of the training programmes and its contents.
