| Abstract | This special study is an effort to
examine the effectiveness or entrepreneurial development programme in order to promote small scale enterprises. Three ASEAN countries, namely Thailand , Philippines and Malaysia, have been selected as the areas of study. These countries were chosen simply c e cause they are geographically located in the same region and be cause o f the similarity in their economic development.
In the course of study, information was gathered,
basically, from literature review, personal interview with
government officials by using structured questionnaire and
the author's own experiences.
It bas been discovered that there is a great interest of the individual government to develop small enterprises in
their own country .. Evaluation. was made on strategies a nd
policies of the government agencies involved. Considering
other related aspects such as difficulties faced by the
promotional agencies during implementation of the programme, and common problems of the small enterprises, several constructive comments have been generated.
There is a necessity to strengthen the coordination of
government agencies efforts in implementing the programme
effectively and to further review some of their strategies
in promoting small enterprises.
