Abstract | Dealing with the future events always gives problems to the person who holds the function of decision making, specially when the problems are related to the people's life. The model created in this research was intended to provide the decision-makers with a better judgement in dealing with uncertainty in the future of a watershed management system. The case study used was the subwatershed Demangan (the Wiroko Project) of the Upper Solo Basin. System dynamics approach was used in this research since a complex system comprising a number of variables, non-linearities, feedback, and data deficiency was considered. The model can be used as an experiment tool to the effects of the changes in structure and policies on the system. Implicitly, it can provide the information about conditional projections of dynamic behavior and the identification of constraints that may influence the system behavior. The model formulated in this research has three sectors which inter-related one to another, i.e : population, income, and agriculture. It has been checked that there exists a functional correspondence between the model structure, the model behavior, and the theoretical knowledge of the systems. The most interesting result from the sensitivity analysis of the model is that the sensitive points in the structure can be identified. Changes in economic parameters, social parameter, will give a great effect on the system behavior; continuity of the Technical Assistance give by the Project plays an important role on the system behavior, specially in the crops production. Policy analysis was done by changing a parameter (as a reflection of the development of home industry activity) and a structural change (as a reflection of the adoption of home economics extension programme) The overall result from the experiments in policy analysis showed that the two policies being implemented in the area give the positive effects to the system and implicitly, in the long run, the balance between the human resources and natural resources can be reached |
