AbstractOne of the obstacles to Science and Technology (S&T) policy formulation in developing countries is the lack of an information system for S&T policy analysis. This study attempts to design an information system at a macro level devoted to national S&T policy analysis. The history of S&T policy development and its current status in Europe, North America and Asia is first reviewed as background for this study. Then, a methodology for designing an information system for S&T planning is proposed. A conceptual model is used to study sample information flow in Education, Construction & Housing and Environment Ministries to help establish the necessary modules for S&T planning. A conceptual information flow model is also developed for planning. A conceptual information flow model is also developed for S&T policy analysis, illustrating the restructuring of socio-economic information into information relevant to the technology sectors and infrastructures for S&T development. Finally, a rough estimate of computer requirements is given.
