AbstractThe operation, maintenance , and improvement of the community facilities provided by government assistance projects have become a problem. Despite the projects Objective that these activities will be taken over by the beneficiaries after the completion of the project, this has not happened. If no attention is given to building the capacity within the community, these activities will never be done by them. The government projects could even create dependency on government assistance among the communities that already operate, maintain, and develop their own facilities . This study investigates this issue in one Kampung (low-income settlement area) in Bandung that had a government assistance project, which provided infrastructure and sanitation improvements to the area . The objective of the study is to find out the effects of this kampung improvement project on the community's operation, maintenance , and development of the fasciitis provided by the project, a nd to explore the factors that might have created such effects. In order to examine those effects, one kampung without government assistance project was chosen as the control 'group' to study alongside the kampung with government assistance project. The socio-economic conditions of both case study areas, their physical conditions, and their community efforts in the operation, maintenance, and development of their respective community facilities were examined. The socio-economic conditions of both areas were the same , so that both areas were quite comparable for the use of the experimental-and-control group comparison method o f study. The physical conditions of. the two areas were significantly different, the project kampung had much better physical conditions than the control kampung, which is as expected. The physical conditions of both study areas were measured by assessing the actual conditions in the areas a nd by surveying a sample of. the residents to gauge their satisfaction. Although the socio-economic background and conditions of the residents o f both study areas were the same , and the project kampung had much better physical conditions in both its area and facilities, it produced Less community efforts in the operation, maintenance , and development of its community facilities than the control Kampung, a finding which is surprisingly contrary to the expectation.
