Abstract | The objective of this study was to investigate the effects of the 1970 Road Rehabilitation and Maintenance Program on the Medan-Rantau Prapat Highway with respect to the parallel railway line, and to observe the economic and social impact of this highway upon the area traversed. studies of traffic on the Medan-Rantau Prapat Highway were made to determine the pattern and trend of traffic as an aid to understanding the usage of the highway. Indirect benefits dealt with development which was derived from the areal expansion, as well as production gained, in time-series changes for each kabupaten (county) along the study route. The Medan-Rantau Prapat Highway seems generally to have affected agricultural production favorably. One part of the study dealt with the competitive effect of the Medan-Rantau Prapat Highway on the parallel railway. Dispatched and delivered rail freight and passengers traffic were investigated in detail. A time-series change in tonnage of freight and number of passengers carried by the railway were analyzed for each kabupaten along the study line. Road transport was studied to estimate the trends of haul by private trucking for both dispatched and delivered truck shipments. It was found that the 1970 road improvement of the Medan-Rantau Prapat Highway generated new traffic, and captured some freight previously hauled by rail to and from the two Kabupatens near Medan. Another indirect benefit dealt with the development of social activities which are derived from the growth of population, health, and educational facilities. Time-series change in these indirect benefits for the study area were compared to data pertaining to the entire Province of North Sumatera as the datum area. It was found that the 1970 improvement of the Medan-Rantau Prapat Highway seemed to have affected migration to newly opened land in kabupaten labuhan Batu and Kabupaten Asahan, but seemed to have had no effect on the number of health and educational facilities. This probably was due to the significance of the Government's policy for this area. |
