AbstractThe study set out to see whether people's participation in the rural development process is greater in areas where a non-government organization (NGO) is engaged in development activities compared· to areas where a governmental agency undertaken that work (TCN). Though it is not purely the government agency, Tambon Council (TC) is selected as the lowest level organization that the government has administered. The methodology is to study the impact of the non-government comparatively using questionnaire survey and statistical analysis. The study assumed that there would be greater participation in areas where the NGO was involved in development. The result of the study about the direct impact quantitatively shows only two significant differences between NGO and TCN areas, namely, the contribution for material and the awareness of the importance of participation. However, there are some aspects qualitatively show the differences between NGO and TCN, namely, the process of decision-making management in project implementation, and the understanding of the people about the people's participation in the development process. Due to low level of significant difference in people's participation between NGO and TCN, the direct impact of participation of NGO was not clearly seen in this study. Nevertheless, the poor in NGO areas still have more chances to participate actively than the poor in TCN areas. The study fail to reveal significant direct impact of NGO because the methodology perhaps do not emphasize enough the qualitative method; and the time that NGO has been involved in the areas is too short to see clear differences. Furthermore, participation in TCN is less meaningful as the people have direct monetary benefit from the wages paid for their participation. Due to the low level of significant differences · between NGO and TCN areas, there is little demonstration effect of NGO on the surrounding areas. It is discovered also that there is insufficient communication between development workers and the people in NGO areas except with the committee members, and much less with the surrounding villages.
