AbstractKatchi Abadis are the manifestations of rapid urbanization and are found in almost all urban centres of Pakistan. These are illegal settlements consisting of poor people' s dwellings, predominantly built with mud on a self-help basis. They were considered as an eyesore of the cities in the past, but the governments had practically failed to provide alternate, affordable shelters to the squatters. Recently, the policy of the Government or Pakistan towards Katchi Abadis changed and it was decided to regularize and upgrade these settlements. The Katchi Abadis Improvement Programme (KIP) of Lahore attempt's to implement this policy of the government. Under this programme 85 Katchi Abadis in Lahore are to be improved on existing sites, while 15 are designated for shitting to the two resettlement areas located in the outskirts of the city. This study aims at an evaluation of the KIP in Lahore, through an analysis of the existing situation and the opinions of the squatters who have been benefitted by the programme. Its was noticed that toe Lahore Development Authority (LUA) , has so far carried out improvement works in 35 Katchi Abadis on public land, while the improvement of Abadis on private lands has been postpone due to the problem of the transfer of proprietary rights of the land. Five Katchi Abadis have been s bitted so far and core houses have been provided to their inhabitants in the resettlement areas. The squatters' paying capacity f or housing is generally low, but a great majority o these people is willing to contribute labour in the development works. The type and the quality of services provided under KIP in different Katchi Abadis vary considerably, and so does the satisfaction of the people. The inhabitants level of satisfaction with the utility services and amenities provided is moderate in Katchi Abadis , while it is lower in the resettlement areas. Similarly the improvement perceived by people as compared to the situation before t the implementation of the KIP is of medium level inKatchi Abadis and low in the resettlement areas. But the expenditure of resettles on housing and transport has increased tremendously. It has been concluded that while the KIP has followed a very viable policy towards low-income housing, its implementation is unsatisfactory in many ways. The programme can prove to be more effective through a greater involvement of the people in both the planning and the implementation stage. It has been recommended therefore, that the K1P should be implemented in the form of comprehensively planet improvement packages, involving community organization and selt-help concepts. The dwellers of Katchi Abadis designate for shitting should be provided more alternatives in addition to the core housing; e.g. Building Together projects, 'Kachi Abadis reconstruction on a land sharing basis, a sites and services projects. In order to avoid future squatter settlements in Lahore , the LDA should develop an increased number of sites and services projects providing a higher percentage of plots for low-income people at a cost commensurate t o their real paying capacity tor housing.
