AbstractHydrological conditions of a river basin system changes as water resources development process goes on. To set up proper operating policies for existing projects it is necessary to include the changes that have been taking place in evaluating the water yield. The effects due to changes within the river basin also should be evaluated in order to select optimum development alternatives for projects under planning. A hydrological model for estimating the natural flow on monthly basis is proposed for the above purpose. This model can incorporate changes in the surface area due to the developments. The parameters of the model include evapotranspiration index, which depends on the distribution of vegetation cover and aerodynamic factors, percolation indices, subsurface and surface flow indices. To ascertain the versatility of the model, an attempt is made to compare with Tank Model and to simulate the natural flow for Nam Ngum and Nam Pong watersheds in the Lower Mekong Basin. Assessment on the effects of the changes in flow regime is made by comparing the flow under natural and development conditions for Nam Pong reservoir. The environmental impacts due to the future operation of the reservoir is also studied. The proposed model has proved that it can be applied satisfactorily to estimate natural flow and can also be used as a tool for assessment of the change of the flow regime in a basin under development conditions.
