Abstract | Since the early 1970, the strategy of integrated rural development has been extensively used in many developing countries as a policy instrument for rural development. Planners and policy makers adopt this approach with the hope of interrelating all rural activities to stimulate rural growth in selected areas. This research comprises a progress and evaluation strategy of the Kurunegala integrated rural development project, the first such programme to be implemented in Sri Lanka. The research is in two parts, the first is an investigation of project performance and impact at field level, and the second an analysis of problems encountered in implementation that have acted as constraints to the timely completion and realization of project objectives. Both positive and negative results were identified in the study, with the observation that the project performance was satisfactorily progressing. The social and physical infrastructure component was found to be more effective in the survey areas than the directly productive component. Despite the heavy financial burden on project funds, the coconut development scheme appeared to be popular in the study areas. Popular participation and coordination - major requirements of an IRD project - were shown to be missing in the Kurunegala project. Observations were made that the project provides little "integration" - rather it is specifically a district development project in Kurunegala. Finally, some recommendations for future planning are discussed. |
