The area development team as an institutional mechanism for popular participation : an exploratory evaluation

AbstractThis study concerned itself with evaluating whether the concept "participatory form of planning" through popular representation had been achieved by the Area Development Team (ADT). This study also examined the level of people's participation in projects implemented by the Bicol River Basin Development Program (BRBDP) through the ADT. Taking the ADT members and the target beneficiaries as respondents, the study found out that popular representation in the ADT was not effective enough to achieve "popular participation" in planning. These findings relate basically to some structural deficiencies inherent in the ADT. i.e. organizational linkages, member composition, formulation of strategies and funding support. As an ad-hoc mechanism at the Integrated Development Area (IDA) level the ADT was found to be politically influenced producing some restrictive effects on popular participation in institutional decision making. The question of legalizing the ADT to expand expertise, linkages, and functions was likewise found of significant importance in effecting popular participation. typifying the mode of participation people play in BRBDP projects, the study indicated that people were mere suppliers of data and participants to barangay meetings and assemblies, with the local leaders dominating the scene. While it can be argued that these forms of participation brought material results as far as the format pre-planned activities of the BRBDP, ADT and line agencies are concerned, these did not however, inculcate in the people that ability and conviction to do things on their own. Analysis of the factors that affect the level of participation indicated that the level of participation is higher in a barangay where BRBDP project/s have been implemented. But distance from the BRBDP office did not significantly affect the level of awareness and participation. Recommendations included substantial changes in the composition of ADT membership, critical re-assessment of ADT membership's role and functions, formal inclusion and recognition of the sectoral representatives in the sense that their roles and functions in the ADT be clearly defined, concentration of information dissemination in areas where BRBDP/ADT are least known, legalization of the ADT to give a more solid foundation to matters pertaining to recruitment, funding, linkages and support, and re-assessment of the strategies and goals of the ADT.
