Abstract | This study, undertaken in late Auguse tilll the early part of October 1980, centres around the SACOBIA BLISS community its people and its development, The study is an interim evaluation of the project and it is hoped that it will provide significant findings that will serve as guides to decision and policy makers, and planners ·for solving existing problems, and formulating more exact and relevant goals to make the programme more responsive to the peoples needs. Three types of research techniques were used to achieve the objectives of the study . These are participant observation, demographic-socio-economic - attitudinal survey, and free and unstructured interviewi.ng, The participants of the study were the beneficiaries, the planners and the implementers of the project , The respondents' perceptions on priorities and needs were investigated to give more meaning to the study, Findings showed that the planners were aware of what the needs of the people were, and these were clearly shown in the plans before their resettlement. Problems came when the execution of the plans begin because of the planners ' failure to indicate precisely what must be done and how it must be done. This resulted in people's disappointment which later became one of the factors for the failures of the programme. In the case of SACOBIA, which has 100 households, the most important problem is the lack of livelihood opportunities Likewise, the area is isolated and far from all available services and facilities. The problems laid down by the study, if properly dealt with, can still be resolved . It is worth mentioning that the SACOBIA beneficiaries, after more than a year of "hunger", are still optimistic that everything will improve.
