People's participation in local level planning : a case study from Nepal

AbstractPeople's participation is a fact of life, a key to social and economic development of the rural areas in Nepal. The tradition of sharing labour among the members of the Gurung Community has been able to solve the immediate problems. This study tries to analyze and evaluate such tradition and transitional types of participation existing in Parche Panchayat on the basis of its extent which has been narrowed down into ·nine different criteria. It was found that participation of the people in rural areas have been influenced by its immediate ecological nature, as well as its socio-economic conditions. The cases, such as bridge construction, nasatiba and bada are good examples of traditional people's participation. Because of its environment, people do plan ahead to solve the unforeseen problems that might crop up due to natural disaster. The transitional and traditional participation of the people is basically limited to labour contribution because of the subsistence level of the economy. The projects, such as healthpost, with less financial burden to the local people, seem to have fisher degree of success compared to one with more financial assistance needed from the local people.
