AbstractThe basic necessities of life being food, shelter and clothing, employment. or prosperity were generated through agriculture. This fact was accepted by the people, bureaucrats and decision-makers. In most cases people, bureaucrats and decision-makers had various perceptions and priority of development tasks. These variations, though they- exist, are not as great as might be expected. There is much greater agreement about the needs which are considered most important. This unexpectedly low degree of variations in perception of the needs among three groups is partly due to the fact that most of the bureaucrats or decision-makers are also from the Khopasi village itself. There are differences in the perception of needs among the people and those who decide on the local development activities intended to benefit villagers. The view expressed. by the bureaucrats, i.e., "villagers do not really know what they want. It is, therefore, up to the Panchayat members to guide them in order to achieve all kinds of rural development goals" was not accepted by the villagers. The people of Khopasi are actually better aware of their needs such as shelter, drinking water, health care or sanitation and can thus identify them. Every year the annual routine works on rural development. have been formulated but they have never been carried out in such a manner that would enable them to last for even several years. The panchayat members and decision-makers have been mainly responsible for not carrying out these development works.
