Abstract | From the comparative study on the roles and functions of the Sukhapiban Committee in the two study areas, it is found that their roles were influenced by the ex-officio members, especially in the case of Pakchom. As for Wangsapung, although the roles of the committee were also influenced by the ex-officio members, local participation really took place through the kamnan, phuyaiban, and elected members. The functions of both Sukhapiban were mainly related to health, sanitation, and public utilities. In the administration of the Sukhapibans, local people took a minor part, indicating that decentralization of power in the administration of the Sukhapiban as an agency in rural development did not exist as expected. |
