Abstract | This study constituted an attempt to validate the theory that change can occur in a direction where traditional and modern elements can b mixed to advance the cause of modernization through planning. It was assumed that traditional forms of cooperation in the Philippines possess elements which can be tapped for the development of modern cooperatives. The findings of this study indicated that traditional forms of cooperation have been practiced largely in the rural areas to meet some needs or to solve certain problems. These of cooperation thus served as creative reactions or appropriate responses to certain conditions. The study also showed that some forms of traditional cooperation have given way to better approaches, which is an indication that rural people are quick to accommodate or adopt systems that can provide a better solution to their problems. If some forms of cooperation have been continually practiced, it is because modern organizations have not reached some sectors of the rural people or because they cannot provide all the answers to the needs of the rural people. Therefore, the local institutions supplement them. As a whole, traditional forms of cooperation possess some traits and techniques which are compatible with modern cooperation. These traits and techniques (cohesiveness, reciprocity, quick mobilization, and loyalty) can serve as positive elements to further the cause of modern cooperation specifically in the field of information, education and training, collection of dues and fees and loan repayment. However, without structural and institutional changes through the application of appropriate promotional methods (extension techniques, animation rurale) there is very little that traditional forms of cooperation can do to enhance the development of modern cooperative. |
