AbstractThis study is concerned with the 'Shanirvar Movement' or the self-reliant movement in Bangladesh. An attempt is made to study the existing situation of the Shanirvar Movement (SM), manly in terms of participation, leadership and functional linkages in order to identify problems and weaknesses in the existing structure. Further, recommendations to overcome the identified weaknesses and to promote SM in rural development are recommended. A field survey was conducted in Habibullapur village, under Sadullapur Police Station in the District of Rangpur and primary data were collected from the sample respondents using structured questionnaires through the Household Survey and Leadership Survey. Informal interviews with the office bearers, and records kept by the committee, were the main sources for the Organization Survey. A group of people from different professions in Dacca City were also interviewed to gather their opinions towards the SM. Secondary data were also obtained from various organizations, government offices and from published materials. The statistical package for social sciences, SPSS, programme was used in data processing. The study revealed that people's participation in the movement is almost universal. Participation in the projects was weighted towards the landless and small landowners while medium and large landowners benefited most. People's participation in the process of decision-making was less than participation in other ways. Leadership was seen more as representative of the landless and small farmers, youths and educated members than of the village as a whole. Leaders were found without any experience in development work. The activities of the village Shanirvar committee were mostly restricted to sectoral planning through implementation of projects and to an assortment of community development activities. Lack of linkages with the surrounding villages and the upper tiers of the administrative hierarchy made it a confined and isolated institution. It is recommended that people's participation in decision-marking be increased through rescheduling meeting. and by encouraging them to participate in the formulation of projects and plans. Training programmes and exchange of experiences between committees were suggested. More loan projects of different types are recommended to benefit the less privileged groups. Increased participation of women in the development process is suggested through increasing the number of female office bearers. Beside these, the Committee should increase its linkages with the local and upper tier of administrative units in order to facilitate the inflow of recourses which are supplementary to rural development
