AbstractThe Government of Bangladesh is exploring a scheme to develop an area, lying between Mirpur Housing estate and the new capital, Sher-e-banglangar. This is a proposal of land expropriation and has been formulated by the Housing and Settlement Directorate (HSD), in March 1979. The problems of best developing the area within the Government's limited resources a nd proper compensation to the landowners , has led to a second study of the project by a group of consultants Shankland cox & Partners. The proposals of HSD and the consultants have come up with contradictory recommendations to develop the comparatively sparsely settled but strategically located urban land. This study aims at exploring the alternatives for development of Sher-e-Banglanagar in reference to the proposals of HSD and Consultants. A detailed study of a selected. pilot scheme is undertaken to demonstrate the political. and economic feasibility for development potential of the rest of areas, due to the vastness of the proposed development area ( 1550 acres). It has been found through this study, comprehensive development schemes like flood control/ embankments and earth - fill for the areas are not feasible at the moment due to resource constraints on the part of the Government as well as high costs involves in developing the flood affected area. The best alternative for urban development of the area will be to go for phased development, acquiring now only essentially required land, under a set of priorities fixed by the Government.
