Abstract | Rural development has been given emphasis in developing countries to improve the quality of life of the large number of poverty- stricken people - the rural poor . Although rural poverty is widespread , it is often most acute in coastal areas among fishermen- farmers who, in t he past, have hardly been reached by development programmes . The very limited land for agricultural development makes the coastal residents more dependent on the harvests from the sea for their livelihood . However, their low income from fishing hinders any sort of improvement in their traditional fishing vessels and gear, which have been the reason for their low productivity. If this part of the population has to share the benefits of development, it is essential to promote the improvement of the coastal areas. This is the challenge that motivated the undertaking of this research. This study examines the development and existing impact of Eucheuma farming and analyses the problems which have arisen in the course of its development, with the aim of providing a plan that would maximize the benefits of the industry on the coastal people . Descriptive statistics and before and after tests were employed in the analysis of the socio- economic changes brought about by the industry. The findings revealed that Eucheuma farming has significantly improved the income and expenditure of the people, and helped absorb the underemployed and unemployed labour in the coastal areas of Tawi-Tawi . The high income from farming has kept people from leaving in search of better opportunities elsewhere, particularly Sabah. At the same time , it has attracted a number of people from other places to migrate into these areas. However , not everything is well with the industry . As a result of its unplanned growth , some problems have arisen which threaten its continued development. Based on the analysis of the problems identified, ways of overcoming them are recommended to stabilize the industry in order that the coastal people can reap the maximum benefits from it. |
