AbstractOne of the most serious problems in traffic management of today is the increases in car ownership and usage. Construction of new road to cope with the increasing traffic demand seems to be a good solution provided that the budget is available. Alternative solutions can be achieved by using some techniques for giving preferential treatment to more efficient users of the existing arterial road space. However, this study has emphasized on the role of criteria in the planning of priority lane schemes. A theoretical model based primarily on the research by OLDFIELD, BLY and WEBSTER (1977) has been developed and used to investigate the economic justification for the installation of with-flow bus lanes in Bangkok. The model takes account of the different behavior of priority and non-priority vehicles in the various part of the road link. The benefits to priority vehicles in terms of time and operating cost savings and the disbenefits to non-priority vehicles were calculated for a range of traffic flows, compositions, degree of saturations, signal settings and road layout; from these figures, which show the minimum flows of priority vehicles required if the schemes are to give benefits, criteria for provision of bus lanes in Bangkok were obtained. The results indicate that the introduction of bus lane operating in a street of high degree of saturation flow does not always produce high benefits unless a proper setback length is used. The effect of various setback distances on benefits has also been shown by graphs from which a proper setback for a particular traffic parameters can be selected to give good benefits.
