AbstractThe cost-benefit analysis computer program (COBA-8) was applied to evaluate the economic feasibility of the Surat Thani by-pass route in the Southern part of Thailand. Results of analysis show that the model can be applied for feasibility studies in Thailand with some modification. From the .study, the by-pass route would be a worth wile investment of national resources. The net present value of the project would be baht 127-million, with an internal rate of returri. of 34 percent. The pay-back period would be five years after completion of the road. The major source of transportation benefit would come from the reduction of road user costs. For road used, about two-thirds of the road-user benefits would come from vehicle operating cost saved, and the remainder from the value of travel time saved.
