Abstract | This exploratory study aims at achieving insights into the problem of squatting in the self-help land settlement schemes operated by the Department of Public Welfare, as well as into the legalization of the squatters in the settlement. The target groups are the settlement members, the old established villagers and the new squatters. Attempts were made to analyze several negative effects of squatting, knowledge and attitude of the three parties with respect to the law and the legalization policy and recommendations perceived by the three target groups for solutions to squatting, and future extending of legalization. It was found out that squatting is dynamic in nature and involves conflicting interests of the various populations in the settlement area. The legal definition of squatting is contrary to the perceptions of both the old established villagers and the new squatters. Legalization, which is seen as a policy to tackle squatting, would bring about positive and negative outcomes. With respect to legalization policy, the old established villagers were willing to become settlement members but many of them did not understand correctly the conditions of settlement membership. Land in versification and land redistribution or land reform seem to be alternative solutions to squatting with underlying unequal distribution of land tenure between the various populations of the settlement. |
