Abstract | The study was conducted in Bhaktapur, a traditional town of Kathmandu. valley, and explores the perceptions and priorities of the people, planners and politicians of Bhaktapur, and it tries to see whose priorities are reflected in the decision-making process. The planners of the Bhaktapur development project (a bilateral project of the Federal Republic of Germany and His Majesty' s Government of Nepal for "improving the standard of living of people of Bhaktapur") are subdivided into German advisers and counterparts. The study focuses on only five of the most important problems and development priorities of Bhaktapur. The decision-making is studied through five current case studies of the project involvement with people and politicians. It was found that the perceptions and priorities of the people, planners and politicians generally agree signifying a positive association from statistical tests carried out by Spearman's rank correlation and Kendall's co-efficient of concordance. But the case study shows there are some problems due to a lack of communication between the project management and the employed workers (Bhaktapur people), and between planners with the local politicians and the people. This lack of communication as a problem for Bhaktapur development project was also noticed in a previous study carried out by the project. After reviewing the recommendations from the previous study, the researcher recommends that there should be an extensive and intensive use of Nepalese people (counterparts, staff, workers and local clubs) as vehicles of communication. |
