Strengthening the role of farmers' organization in rural development : a case study of Samahang Nayon and Compact Farms in Central Luzon, Philippines

AbstractThis study deals with the farmers ' organizations in the Philippines. It is mainly concerned with the organizational aspects of farmers ' organizations as an integral part of the institutional support to rural development. The examination of prevailing conditions in the operations of the farmers' organizations was mainly treated in terms of leadership qualities, membership composition, participation of farmer-members, and interactions involved. From these factors, the shortcomings and weaknesses of farmers' organizations in the area were identified. The recommendations based on the conclusions and findings were made to serve as guidelines for strengthening the role of farmers ' organizations as institutions for rural development. The field work for the study was done in 12 barrios (or villages) located in four municipalities in the province of Bulacan, Central Luzon. The questionnaire was used to obtain the primary data from the sample farmer respondents. Interviews, informal talks, and observations were the major techniques used in the collection of the primary data. Secondary data from the provincial offices were also utilized in the descriptions and analysis of prevailing conditions. The SPSS Subprograms were used to obtain descriptive statistics from the sample. The most significant factor that influenced t he effectiveness of farmers' organizations was the quality of leadership which in the case of officers of both the Samahang Nayon and the Compact Farms, was characterized by a low level of education and training. This has accounted for the low quality of leadership based on qualifications and has influenced the participation and interaction of members of farmers' organizations. There was also a lack of the involvement of the government sector that could lead to the development of interaction between the two parties involved. The major weakness of farmers' organizations, as revealed from the study, was that they were still recognized by the farmers as organizations handed down by the government as sources of aid and not as organizations of the farmers. This was one major characteristic of rural developmental institutions in the Philippine countryside. Thus, an alternative approach was introduced which lays stress on the greater participation of farmers in making a progressive farmers' organization. Through this approach farmers' organizations have been considered as the means of getting more farmers involved in the rural development process. It is suggested that there should be more management training programmes for officers. The farmers should be represented in policy formulation and should also be involved in some stages of the development planning process. Mobilization of small-scale community projects is also recommended in order to involve more people in the rural areas. The farmers' organizations should be used as the major institutions in the mobilization and organization of small-scale community projects. If such action were taken it would strengthen the role that farmers ' organizations play in rural development.
