AbstractA new concept in aided-guided self-help incremental housing, viz. Metroville-I, was implemented in Karachi in 1974-75 by the Master Plan and Environmental Control Department, Karachi Development Authority. This study aims at assessing the progress of this project and the perception of the target group and other interest groups regarding its implementation, in order to arrive at policy recommendations for present and future metro Ville schemes. It also investigates the causes of problems holding back the progress of the project. The most impo1:tant conclusion drawn is that, despite a commendable effort in the planning of the project, the implementing agency has failed to accomplish the objectives of the programme. Some of the main reasons for the failure, as indicated by the study, are under-representation of the planned target group, lack of intra-agency and interagency coordination, shortage of water to be supplied and the indifference of the target group. The study concludes with the following main recommendations: ( a ) A more effective and fair selection procedure should be adopted t o ensure the participation of needy people in the planned target group; (b) Better and practical coordination mechanisms should be instituted at the interagency and intra-agency levels of the implementing and collabo rating agencies; (c) Gradual change should be brought about in the attitude of the decision makers and planners from an age-old mythical to a realistic approach; (d) Smaller and easily manageable projects should be adopted instead of very huge pilot projects; (e) Direct and closer rapport should be established with the target population through Site offices manned by trained personnel; (f) The scarcely available technical and professional manpower engaged in the field of human settlements planning and development in Pakistan should be encouraged.
