AbstractThe pursuit of intra-regional trade expansion in the ASEAN has brought trade liberalization movements in the region. Preferential trading arrangements in the form of preferential tariff adjustments among members have been adopted as an alternative to promote intra ASEAN flow of trade in both industrial products and primary commodities. This study firstly discusses the relation of the chemical industry to the industrial system and its role in economic development. A multi objective programming model on multicommodity trade, formulated as "free trade" and constrained trade models, is then developed to assist planners in the formulation of guidelines for tariff adjustments in the short run. Finally, a practical application of the model is illustrated using selected ASEAN chemical products ... that is, anhydrous ammonia, activated carbon, phosphides, phosphides and hypophosphites, and methyl alcohol. This approach is general and can be applied to similar problems in the ASEAN.
