AbstractThis study is intended to give a general description of the Cost-Benefit Analysis methodology and its application. The general costs model and benefits model are formulated to convert all costs and benefits to a present worth basis, then based on these two general model, Net Benefit Value model and Benefit-Cost Ratio model are derived for general project appraisal. The Important concept of economic appraisal or the application of Cost-Benefit Analysis for project appraisal on the national level is emphasized in this study. And it is employed to appraise a groundwater development project in Sukhothai province, Thailand. The method of applying Conversion Factors to convert all the market value to accounting value is used in this study. The results of the study show that the project under considerations is profitable under an economic appraisal. And the results of sensitivity analysis show that the Net Benefit Value and Benefit-Cost Ratio of the project are not sensitive to the project life, the~ discount factor interest rate and the power costs but they are sensitive to the production level of the project.
