Abstract | Early Warning Systems (EWS) are an integral component of disaster risk reduction and disaster preparedness. The effectiveness of a EWS depends on the interconnectedness and smooth functioning of all its components, beginning from the generation of warnings, their dissemination to target audiences and the response of people upon receipt of warnings. The responses of people to early warning are a complicated phenomenon that is determined by social and psychological influences. This study explores the effectiveness of the current early warning system in Fiji and focuses on the role that social capital plays in the response of people to warnings and advisories. Our results show that bonding, bridging and linking capital have a positive influence on the responses of people to early warning, with a major influence being traditional Fijian cultural values that emphasize kinship bonds and communal solidarity.We conclude the study by proposing a behavioral model for early warning for policy makers to consider together with other key recommendations for the improvement of the early warning system in the country. |
