AbstractComplementary to the policy of decentralized urbanization set forth by the Fifth National Plan, a decentralization of administrative functions has been postulated as a national objective which, however, is neither undisputed nor fully understood at the level of local administration as yet. This research is aimed at understanding the present role of the local administration, especially at the municipality level, in the functions of town planning. To this end, current practices in town planning and options for improvement as perceived by local/provincial and central administrative officers are explored. The study arrives at the conclusion that the municipal administrations do have considerable potential for increasing participation in planning, decision making and related activities. They would need, however, consider able assistance from the central government in an initial phase. Moreover, fundamental changes in taxation and budgeting policies as well as considerable training inputs would be required to attain the goal of higher planning competences at the local level.
