AbstractThe Vietnamese power sector is going through a process of reform, initiated by the 2004 Electricity Law. The Electricity Law defines the formation and development of Vietnamese electricity market through three overall phases: (i) competitive generation market; (ii) wholesale competitive market; and (iii) retail competitive market. The Prime Minister has approved a Roadmap for the formation and development of the Vietnamese electricity market which defines the overall plan for the market development levels, the pre-requisites for the transition of the different phases, and risks of implementation… In Vietnam, up to present National Load Dispatch Centre (NLDC) is a member of Electricity of Vietnam (EVN) – which is responsible for system operation (SO) and market operation (MO). Following the approved roadmap, the Vietnam competitive generation market (VCGM) has been put into operation since 2012 with the 12% demand growth each year. The objective of this research is to assess the changes needed to NLDC’s existing structure (VCGM) and human resource (HR) in order for it to assume the role of SMO in the full the Vietnam Whole Sale Market (VWEM), it will have much greater responsibilities for system and market operation; operate the system under the Seventh Master Plan revised and approved in March 2016 as well as under the Detailed Vietnam Detailed Wholesale Market Rule approved by the Vietnam Government in August 2015.
